NNOAC Membership
On February 23rd - 28th of 2008 CCGIA attended the national delegate meeting of the National Narcotic Officers' Associations' Coalition in Washington DC. CCGIA presented information about our organization, goals, values and our membership. We requested membership and were unanimously accepted. CCGIA is only the second gang investigator organization to ever be accepted for NNOACmember ship (East Coast Gang Investigators were the first )
National Meeting
The National meeting of the NNOAC consisted of many speakers and presenters that included:
- Scott Burns, Deputy Director, Executive Office of the President, Office of National Drug Control Policy
- Sheriff Craig Webre, President of the National Sheriffs' Association
- Tom Harkin, United States Senate, Iowa
- Christy McCambell, Deputy Assistant Secretary, International Narcotics and Law Enforcement Affairs, U.S. Department of State
- Michael Braun, Assistant Administrator, Chief of Operations, DEA
- Colonel William Carle, National Guard Bureau, Counterdrug Program
- McGregor Scott, United States Attorney for the Eastern District of California
One of the purposes of this meeting was to mobilize the different associations in an effort to prevent congressional cuts to the "Byrne/Jag" funding. This Justice Assistance Grant (JAG) is what helps fund local narcotic and gang taskforces all over the nation, including several here in Northern California. This funding was cut in a last minute omnibus bill, which took the funding from 602 million to 114 million for the entire nation.
On Tuesday the NNOAC delegates (including CCGIA) attended meetings on Capitol Hill with Senators and Congressmen to educate them on the effect that these cuts will have on their districts and constituents. The results of these meetings were positive overall, but by no means a guarantee that the cut money will be replaced by a supplemental spending bill.
