Board of Directors - Stephen Duncan
Special Agent Stephen Duncan has been with the California Department of Justice for the past 13 years. Prior to his employment at DOJ, Agent Duncan was a Probation Officer for the San Diego County Probation Department for 12 years. During his 25 years in law enforcement, Agent Duncan has investigated street gangs, the Mexican Mafia Prison Gang, Narco-Terrorism and the Mexico Cartels. For the past 17 years, Agent Duncan has investigated enforcement and drug distribution cells of the Tijuana Cartel which include members of southern California street gangs and the Mexican Mafia prison gang.
Agent Duncan has provided workshops for various federal, state and local law enforcement agencies and associations to include California Narcotic Officers Association (CNOA), California Department of Justice, International Narcotics Interdiction Association (INIA), Central Coast Gang Investigators Association (CCGIA), Utah Narcotics Officers Association (UNOA), Salt Lake Area Gang Project, California Prison Gang Task Force, Oregon Narcotic Enforcement Association (ONEA), International Latino Gang Investigators Association (ILGIA), Federal Bureau Of Prisons (USBOP), United States Probation, Federal Law Enforcement Analyst Training (FLEAT), Western States Intelligence Network (WSIN), National Major Gang Task Force (NMGTF), California Gang Investigators Association (CGIA), Central Valley Gang Impact Task Force (GIT), San Diego County Chief's and Sheriff's Association, San Diego Police Department (SDPD), Chula Vista Police Department (CVPD), Colorado Security Threat Intelligence Network Group (STING), California Highway Patrol (CHP), Tennessee Narcotic Officers Association (TNOA), National Youth Gang Center (NYGC), Hawaii State Law Enforcement Officers' Association (HSLEOA) and the Southwest Border High Intensity Drug Trafficking Area (HIDTA) Operation Alliance.
